RCAC rebates for Mornington Peninsula Households & Businesses
Over the years, appliances powered by gas and electricity generated by coal power plants have served residents of Mornington Peninsula well.
However, with rising gas and electricity prices, rooftop solar power generation and climate change commitments of the state of Victoria, the people of the Peninula are transitioning towards clean energy and energy efficient appliances, such as reverse cycle air conditioners (RCACs).
Under the Victorian Energy Upgrades Program of the state government of Victoria, businesses and households of Mornington Peninsula can apply for upfront discounts offered by accredited businesses – named as Accredited Persons by Essential Services Commissions, the regulator of VEU program – for replacement of an old space heating and cooling appliance with an energy efficient split of multi-split RCAC.
Rebates are also offered on a new installation (no replacement/decommissioning of old air conditioning unit involved) of a split system RCAC.
What RCAC systems qualifies for VEU discounts?
- Be registered under the GEMS Determination (Air Conditioners up to 65kW)
- Meet Victorian cold-climate efficiency standards
- Be listed on the VEU Register of Products
- Use refrigerant with Global Warming Potential under 700 (for systems under 15kW)
- Come with minimum 5-year warranty
- In case of multi-split systems, all indoor units must be from the same manufacturer as the outdoor unit.
What space heating/cooling units are eligible for replacement?
Electric Heaters
- Hard-wired electric room heaters
- Central electric slab heaters
- Electric resistance ducted systems

The old space heating/cooling units must have been connected to electricity or gas. One old unit is eligible to be replaced with only one new RCAC unit.
What air conditioner upgrades are eligible?
- Replacing an old electric resistance heater with a new RCAC.
- Replacing a gas ducted heater with a RCAC.
- Replacing an old reverse cycle air conditioner with a new RCAC.
- Replacing a non-ducted gas heater with a new RCAC.
- Installing a new single or multi split RCAC (no replacement or decommissioning required)
Maximum installation limits
For residential properties in Mornington Peninsula:
If replacing an old space heating and cooling unit:
- Ducted RCAC systems: 1 per home
- Non-ducted RCAC systems: up to 5 per home
For commercial properties in Mornington Peninsula:
If replacing an old space heating and cooling unit:
- 5 RCAC ducted units per premises
- 10 RCAC non-ducted units per premises
- 2 RCAC ducted units per premises for installations not involving decommissioning
- 2 RCAC non-ducted units per premises for installations not involving decommissioning
New buildings (construction completed within last 2 years from the date of installation) are not eligible for the VEU rebates.
Licence requirements for installers
Plumbing Work is undertaken by:
- Building and Plumbing Commission (BPC) licensed plumbers (for AC installation)
- A plumber licensed in gas-fitting work if gas heater decommissioning is involved.
Electrical Work
- Licensed electrician (Grade A)
Refrigerant Handling
- Must hold ARC refrigerant handling license
The old space heating/cooling units must have been connected to electricity or gas. One old unit is eligible to be replaced with only one new RCAC unit.
Pre-Installation
Before installation, you’ll receive:
- VEU Space Heating & Cooling Consumer Fact Sheet
- Advice confirming correct system size for your home
- Confirmation that the system suits your heating & cooling needs
Co-payment requirement
The rebate is not 100% free. Mornington Peninsula residents have to contribute:
- $200 (including GST) per RCAC unit of capacity below 10kW.
- $1000 (including GST) per RCAC unit of capacity above or equal 10kW.
Decommissioning & disposal of old units
When replacing old systems, the old unit must:
- Be permanently disabled
- Be safely disconnected from power/gas
- Have refrigerant recovered safely
- Be removed (where practical)
- Be disposed of at authorised waste facilities
All waste must comply with:
- Environment Protection Act 2017
- EPA Victoria regulations
You’ll also need to sign a declaration confirming the old system wasn’t installed just to claim rebates.
