Install our energy-efficient heat pump hot water system and reduce your annual water heating bills by over 60%
As per Institute of Sustainable Future (ISF) at the Sydney University of Technology (UTS), energy consumed for water heating is responsible for 1/5th of greenhouse gas emissions by Australian households. Additionally, water heating appliances contribute to 25% of the overall energy consumption in Australian homes.
Considering these numbers, installing a heat pump technology-based water heating system becomes indispensable for Victorian households looking to reduce their electricity bills through energy-efficient heat pump upgrades.
Choosing energy-efficient heat pump water heaters over conventional electric resistance and gas-fired water heaters has the potential to reduce annual water heating bills by 60 to 75%.
The average annual electricity bill for a Victorian household is $1,571. Since water heating is responsible for 25% of total energy use in Australian households, replacing an electric resistance water heater with a heat pump water heater could save over $295 annually.
Hot Water Upgrades under VEU Program of VIC government
The anticipated 75% reduction in water heating bills will occur after installing an energy-saving heat pump hot water system. For Victoria state households, another incentive to upgrade is hot water (heat pump) rebates being offered by the Victoria government under the Victoria Energy Upgrades (VEU) program.
Overview of Victorian Energy Upgrades (VEU) Program
Victorian Energy Upgrades Program commenced on 1 January 2009. Since its inception, the program has delivered low-cost, energy-efficient appliances and equipment upgrades to over 2.4 million households and over 170K businesses in Victoria.
The upgrades have helped Victorians save millions of dollars on electricity bills while reducing their carbon footprint by over 80 million tonnes.
Under the program, accredited businesses (such as iPromise Australia) receive carbon credits on every replacement of an inefficient appliance with an energy-efficient one approved under the VEU program.
For example, carbon credits are assigned to us after decommissioning an electric resistance (water heaters having a electric heating element/coil) or gas water heater and installing a heat pump hot water heater at a Victorian home eligible for the upgrade under the VEU program.
We can then sell these carbon credits to an energy retailer. It allows us to carry out the upgrade activity at a discounted price.
The upgrades are conducted under Activity 1D and 3C of VEU program for households and activity 44A, 44B and 44C for commercial hot water upgrades.
Incentives On Heat Pump Water Heaters Upgrades
Under the hot water system discounts activity of VEU program, Victorian households and businesses are eligible to apply for rebates on heat pump water heating appliances. The rebate amount depends on several variables, including:
- The price of VEEC (Victorian Energy Efficiency Certificates) energy certificate at the time of heat pump installation.
- The location of the installation (how far it is from the office of accredited business/installer).
- Installation and labour costs.
- Administrative costs incurred during rebate processing.
- The heat pump hot water unit selected for installation.
The VEEC certificate price fluctuates frequently based on the market demand and supply equation. The rest of the upgrade cost determining factors remains stable more or less. Currently (as of Oct 16, 2024) the VEEC price is $103.75. Considering this VEEC price along with other variables, here are the average incentives/rebate amounts the Victorian households can expect after the heat pump hot water upgrades under VEU program:
Existing unit | Upgraded hot water unit | Estimated rebate amount |
Electric resistance hot water system | Heat pump hot water heater | $840 |
Electric resistance hot water system | Solar-boosted hot water system* | $1,190 |
Gas-fired hot water heater | Heat pump water heater | $490 |
Gas-fired hot water heater | Solar-boosted hot water system* | $700 |

Benefits Of Switching To Heat Pump Water Heaters
Apart from the financial incentives provided by the government of Victoria to Victorian households and businesses under the VEU program, jettisoning traditional water heaters and switching to a heat pump water heating system is a prudent decision as:
- Heat pumps are super energy efficient (2 to 3 times more energy efficient than their conventional counterparts)
- Heat pumps are climate friendly as they consume less electricity compared to electric resistance and gas based water heaters for the equivalent volume of hot water.
- Better indoor air quality: Unlike gas boiler water heaters which emit harmful emissions (carbon monoxide and nitrogen dioxide) during combustion process, heat pump water heaters run without combustion.
- Traditional water heaters have a lifespan between 10 and 12 years, while heat pump hot water units have a lifespan between 13 and 15 years.
